The Rajasthan Government has had difficulty in raising enough funds to procure a new helicopter and state plane, as well as difficulty in selling their AgustaWestland 109E Power the General Administration Department (GAD) has had to resort to hiring from private parties, entering into a year-long contract.

As reported by The Times of India, the GAD hires helicopters when the need arises for the Chief Minister and having a year contract will reduce the current costs they have by an approximate 25%.  No indication was given as to which operator they use, or type of helicopter preferred.
