Vector Aerospace is a globally-located industry-leading provider of Maintenance, Repair, and Overhaul (MRO) services for helicopter and fixed wing aircraft operators around the globe.   Richmond-based Vector Aerospace Helicopter Services Inc. is a Helicopter MRO provider for  Engines, Dynamic Components, Structures, and Avionics. We have an immediate opening for a Proposal Manager to join the Contracts team.  This position will report to the Vice President, Contracts and will be based in the Richmond facility, but responsibilities will encompass all of Vector's Helicopter Services (HSNA) facilities with an expectation to travel to Langley facility when needed.  The position will be a member of the Vector-wide Capture Management team and will also participate in bids for other Vector divisions. Primary responsibilities will include:
  • RFP Responses/ Proposals
    • Act as the ‘bid champion’ for significant or complex bids, manage the bid review and proposal process across a team of multi-function and remote participants.
    • Develop bid proposals in response to formal and informal Requests For Proposal (RFP’s) to maximize financial outcomes and business objectives.
    • Utilize a ‘compliance matrix’ approach to ensure that each facet of the bid response will be covered during the bid process.
    • Initiate and prepare financial price and cost modeling for use in internal financial approval.
    • Lead the bid teams when needed in preparation of contract proposals which includes bid writing (or conversion of previous bids), pricing, margin projection, terms and conditions review, completion and execution of legal/government forms.
    • Manage the dissemination of information upon contract award, ensuring that the contract terms meet the intended bid terms, and that the operational and customer service targets developed during the bid process are appropriately handed off at contract.
  • Bid Template Creation
    • Update, and create, bid template documents which will be libraried for future use and for distribution to others as needed, to allow for quicker response to proposals, reducing duplication of effort and resulting in more up-to-date accurate proposals.
  • Contracts/Agreements
    • During periods of lower bid activity, or when other urgent matters arise, the incumbent may be called upon to assist with other contractual matters which may include Customer Agreements, OEM agreements, Facility Leases, Non-disclosure agreements, etc.
Applicable qualifications, attributes and competencies are:
  • Post-secondary education related to aerospace, business, contracts, or sales & marketing is preferred.
  • Strong technical writing and mathematical (financial) skills.
  • Proven effective & goal oriented communication skills - multiple internal and external parties.
  • Self motivated with the ability to work independently and as a member of a team.
  • Solid organizational skills, detail-orientation, analytical abilities, and math/pricing skills.
  • Knowledge of Federal Aviation Regulations and physics of Aviation
  • Experience in international and commercial aviation proposal development; familiarity with Transport Canada, ICAO, FAA and EASA regulations in relation to contract development.
  • Knowledge of computer systems & software including: Airsoft, Windows, MS Office and Lotus Notes, high level of expertise of Excel and Word.
  • Knowledge of Accounting/Financial, and General Business concepts, Corporate operations and aircraft maintenance.
  • Familiarity with process improvement concepts.
